THE PURCHASE OF DOMAINS WITH EXPIRED VALIDITY TERMS AND REGISTRATION OF SUCH DOMAIN NAMES WHICH ARE SIMILAR TO POPULAR WEBSITES HAS MEANT THAT THE UN AND THE US DEPARTMENT OF EDUCATION HAVE ALSO BEEN AMONG THE VICTIMS OF THE PORNOGRAPHY DEALERS. ALMOST EVERY FIFTH SPAM EMAIL (IN 2004 – MORE THAN 18%) ADVERTISES ADULT WEBSITES. ACCORDING TO A SURVEY BY THE LONDON SCHOOL OF ECONOMICS, 90% OF SCHOOL AGE CHILDREN HAVE SEEN PORNOGRAPHY ON THE INTERNET. Internet addiction
The growth of many different types of addictions can be seen today. Among them is the addiction to the internet, from which many youth today suffer from. It is not possible to take the computer out of our every day life, but we must take into account that children and teenagers can easily become addicted to the internet. It has been proven that 95% of children have suffered from internet addiction. Unlimited access to content not suitable for their age can be a cause of serious changes in a child’s psyche. Studies have shown that young people tend to suffer more from internet addiction that adults do. As noted by psychologist Dr. Suler, ”cyberspace is one way to change one’s consciousness. In a way that is similar to a change in consciousness, cyberspace and all that occurs there appears real - often more real than reality." It may be possible that this assertion provides an explanation for why children tent to transfer elements from the virtual reality world into the real world. Children are unable to judge the quality and necessity of the information. Every new piece of information appears interesting to them. It is precisely this interest, which is not limited by moral or ethical norms, that child predators take advantage of.The computer, which is so deeply embedded in our lives, is a tool that is particularly useful to the younger generation. It provides the opportunity to use learning programs and developmental games, to learn foreign languages, and to find useful information on the internet. However, the computer will only have a positive impact on your child once you have been able to organize the way you work with it - to correctly prepare a workstation, to strictly monitor the time your child spends on the computer, and to control which of the infinite number of websites your child visits. Only in this way will your child not suffer from the unpleasant results which can come about from sitting in front of the computer for extended periods of time. IN LATVIA: 76.5% OF PARENTS AND 94.1% OF TEACHERS BELIEVE THAT USE OF THE INTERNET HARMS OR MAY HARM A CHILD. 60% OF CHILDREN UP TO THE AGE OF 13, AND 66% OF TEENAGERS BELIEVE THAT THE INTERNET DOES NOT POSE ANY DANGERS. 82.8% OF PARENTS, 79.9% OF TEENAGERS, AND 66% OF CHILDREN DO NOT KNOW WHERE TO TURN FOR HELP IF THEY HAVE COME INTO CONTACT WITH HARMFUL INFORMATION ON THE INTERNET. Violence, pornography, and cyber suicide
In 1999 in England, a young man named David Copeland dropped homemade bombs in three areas of London. He killed three people and wounded one hundred and thirty nine. It turns out that he had gained all of his technical information from the internet by reading the ”Terrorist handbook” and ”How to make a bomb”. Both handbooks are currently available on the internet. According to the US Conflict situation analysis center data, on the internet in the United States, there are more than 1400 websites, bulletin boards, email and chat sites which propagate violence. One of the newest threats on the internet is the so called cyber suicide, or coordinated suicide. On the internet, teenagers agree to commit suicide together. Similar occurrences have happened in various countries around the world, but the most worrisome is in Japan – a country where suicide is a part of the national culture. They have discussed the ”lost generation” – young people between the ages of 15 and 34, which includes those who have committed or are planning to commit suicide have agreed to do so on the internet. The Japanese internet segment has many websites which describe and illustrate in detail methods by which to commit suicide, for example, by identifying deadly doses of medications.Inappropriate internet content is one of the greatest dangers to children when using the internet. The sheer amount of information available is one of the great things about the internet, but also makes it potentially dangerous.Various communication tools (for example, chat rooms, email, websites) offer not just positive qualities, but also contain certain risks. Websites which contain violence, pornography, information regarding the war on terrorism, information which encourages murder, racism, anorexia, and suicide are frequently found on the internet, and anyone can gain access to it. This type of content can be very harmful to a child’s psyche, which is not yet fully developed.
”ON HIS WAY BACK HOME FROM SCHOOL, A 10 YEAR OLD BOY STANDING ON THE DOORSTEP WAS CALLING OUT: ”SOME INTERESTING THINGS HAPPENED IN OUR INFORMATION TECHNOLOGY CLASS TODAY!!!” IT TURNS OUT THAT DURING THE CLASS, A WEBPAGE WITH CHILD PORNOGRAPHY APPEARED ON A STUDENTS’ COMPUTER. ALL OF THE CHILDREN GATHERED AROUND, AND WERE LAUGHING AND BEGAN TALKING ABOUT WHAT THEY WERE LOOKING AT. THE TEACHER TRIED TO CLOSE THE PAGE, BUT THAT ONLY MADE THE SITUATION WORSE – IN ITS PLACE, TENS MORE PAGES OPENED WITH MORE FILTHY IMAGES. BEGINNING TO PANIC, THE TEACHER DECIDED TO TURN OFF THE COMPUTER...” Mary Benoti, the vice president of the board of the international child protection against exploitation and kidnapping organization states that: ”I am convinced that most people are unaware of what child pornography is. Many people believe that when speaking about child pornography, it is similar to erotica. In reality, this is not the case. The issue is sexual violence against children on the internet, and a perverse fetish, using photos of children to satisfy perverse urges. There is an entire industry which distributes such images, and in such a way creating links between those who purchase and those who produce the content. This industry ruins the lives of many children, and the revenue can be counted in the hundreds of millions of dollars”.
ACCORDING TO DATA FROM THE EUROPEAN COMMISSION, 44% OF CHILDREN WHO USE THE INTERNET HAVE COME INTO CONTACT WITH PORNOGRAPHIC MATERIAL, AND 15% OF PARENTS HAVE SUSPICIONS THAT THEIR CHILDREN ARE AWARE OF SUCH INFORMATION. 40% OF CHILDREN THAT USE THE INTERNET HAVE EXPERIENCED A SITUATION WHERE A STRANGER INVITES THEM TO MEET IN PERSON DURING A LIVE CHAT SESSION. 14% OF THESE CHILDREN HAVE RESPONDED TO THESE INVITATIONS. Problem solving experience
The main question is: how can we protect our children from this electronic threat? How can we protect our children from this flood of aggressive and immoral information? Specialists believe that we can protect ourselves with various administrative tools (various laws), with the way children are railed, and with special technical tools.Undoubtedly, the government must coordinate the fight against aggressive information. Since government finances educational institutions to connect to the internet, it should take responsibility and make sure that students are able to use the web safely. Judging by experience gained, many countries around the world are doing so. US President George Bush has promised: ”We will use filters everywhere where government funds are spent on the internet: in schools and libraries". Today, three quarters of US schools and half of all public libraries have installed filters. More than 40% of US families where children have access to the internet at home, wished to set up such programs. For three years, a law has been in effect which states that all schools and libraries which receive federal funding have an obligation to install special internet content filtering software. This software allows for the regulation of access to various internet sites according to their content.

Of course these measures cannot completely protect children from harmful information. However, they dramatically reduce the number of problems. For example, according to the New Zealand Education Ministry survey data, on school computers, in only 0.02% cases have images been found to be pornographic.

In the end, the internet is meant for other purposes. The method by which to protect children from harmful attacks on the computer and dubious websites is a problem for parents and the government. The use of special software has become the most effective tool for solving this problem.
